Yes. It is always good practice to add as much protection as possible to the pack to mitigate movement and prevent physical damages. High density foams like EVA or PE are great at providing this protection and should be used for the bottom, contact areas, and to keep the pack in place while in use. 

All packs begin with cell holders and positive side insulation rings for the cells. Properly sized current circuit including cell configuration, series/parallel connections, BMS, wire, & connectors are used to create a pack with optimal function. Finally, it's fully encased in FR4 epoxy & then wrapped with PVC shrink. Battery packs that are multi-layered are insulation separated with FR4 epoxy. Connectors are fully flowed with premium Kester solder & wire loom keeps cables tidy and protected.
